Inventing a Crime
It's like he's been caught in the act of inventing a crime.
Not *committing* a crime, mind you.
Whatever he is doing is not illegal at the time.
But it will be later, if it catches on.
Of course, by then Dougie will have long since grown tired of that schtick, and turned his attention to the invention of new not-yet-criminal activities.
